The electricity bill has increased by up to 100 euros so far this year for households with a regulated rate

The accumulated amount of the electricity bill for households covered by the Voluntary Price for Small Consumers (PVPC) – the electricity rate regulated by the government for consumers with a power of up to 10 kw – rose 18.5% between January and October 2025since it reached an average of 637.73 euros, which represents an increase of 99.63 euros compared to what was paid in that period of 2024 (538.10 euros).

This is reflected in the invoice simulator of the National Markets and Competition Commission (CNMC) when asked about the bill of an average consumer with an annual demand of 3,240 kilowatt hours (kWh).
This increase comes after the VAT definitively returned to 21% from January 1 and that the bill would decrease by just 1.3% in 2024 after decreasing by 41% in 2023, which represented a decrease of 470 euros compared to what was paid in 2022 (1,145 euros), after increasing by 32% that year.
The accumulated increase in 2022 occurred due to the greater use of conventional sources such as natural gas and coal to produce electricity as a consequence of the collapse of hydraulic production due to the drought, factors that were attenuated in 2023 and this was added to the drop in the price of international gas markets that skyrocketed due to the war in Ukraine.
That trend continued at the beginning of 2024 and especially during the spring, when electricity prices were very low and even negative. However, starting in the summer the trend changed until it ended with significant increases since November that continue to this day. In fact, until October, The bill had become cheaper by around 50 euros compared to 2023.
Increase of almost 8% in October
So far in 2025, consumers have paid 102.08 euros for the fixed term, 387.80 euros for consumption, 3.86 euros to finance the social bondanother 25.24 euros for the electricity tax, 8.07 euros for the measurement equipment and the remaining 110.68 euros for VAT, which has been 21% since January and was 10% for several months in 2024.
As for October, the receipt reached 66.50 euros, which represented an increase of 7.9% compared to the month of September, when it reached 61.65 euros. Taking into account that September has one day less than October, andOn an average daily basis, the bill became more expensive by just over 4%.
