Muface gives the green light to its new strategic plan until 2028 after overcoming the worst crisis in its history

Muface commits itself to a new stage that will be marked by the deployment of a new strategic plan. ‘Muface Avanza2’ is the name given to this new 2026-2028 roadmap and which is integrated based on three axes: the digital transformation of the General State Administration (AGE), high-impact projects in digitalization of the public sector, as well as the digital transformation and modernization of the Ministry of Territorial Policy and Public Functionautonomous communities and local entities.
This program has as a precedent ‘Avanza’ 2021-2023which was extended in 2024 in the midst of the crisis that the mutual society was going through, in which the survival of the model came to be put at stake. The controversy settled after reaching an agreement with SegurCaixa Adeslas and Asisa to guarantee a new concertthe General Council of Muface presents an “ambitious”, but realistic strategic plan, which has been prepared “in accordance with a planning technique based on prior analysis“.
Among the most notable projects is the mission to complete the implementation of the agreed electronic prescription, the modernization of the temporary disability management model or training plan. Likewise, it contemplates the need to move towards a model for evaluating the quality of care provided by the subsidized entities. In the document itself they admit a lack of systematic mechanisms to assess whether the care health care offered conforms to clinical criteria based in the evidence.
As a novelty, the launch of a pilot project called Muface 65 is also contemplated, which consists of eliminating the prior appointment once a week. week for people over 65 years old. The initiative, which is an extension of Muface 75, will start in Madrid, and then begin to be replicated in the rest of Spain. The objective is to carry out a practical evaluation, which will allow later adopting the measures that are advisable based on the results obtained. “Muface bets on neutralizing the digital divide and adapt its management to the needs of the people in their group, who are diverse,” they explain.
The actions planned therein will come into force on January 1 after 2025 marked by the launch of the new 2025-2027 concert, whose conditions include an increase of the 41.2% premium, until raising the value of the contract above 4,500 million to be distributed over three years. Likewise, the rates for the next triennium have experienced a significant change with this approach, with civil servants over 65 years of age causing the largest increase in premiums.
In this way, if in 2024 the cost of insurance for Muface for a public employee of between 65 and 74 years old amounted to 103.46 euros per monthwithin three years it will reach 215 euros. The ‘rebound’ is triggered in the case of those over 74 years of age, for which in 2027 up to 273.97 euros, 144% more than the current year. These two age groups will be those between 55 and 64 years old, which will go from 86.22 euros to 117.09 euros.
Another achievement is the implementation of the electronic prescription for concerted option mutualists in five new autonomous communities. It is about Castilla-La Mancha, Galicia, Aragon, Madrid and the Basque Countryup to a total of 13 regions, plus Ceuta and Melilla. The extension to the remaining four is planned for the first quarter of 2026.
