Who is affected and the final salaries?



With more than three million public employees pending a decision, The Government and the main unions (CCOO, UGT and CSIF) celebrated this Thursday a new meeting to try to agree on the salary increase for civil servants.

The initial proposal of the Executive proposed an increase of around 10% spread over four years (2025-2028), but The unions have rejected the offer arguing that it does not compensate for the loss of purchasing power of the last decade. The problem is accumulated inflation since 2021 and salaries that grew below the CPI in the previous years. Now, the Government has improved the offer to 11%, but the unions remain in disagreement.

The Government structured the 10% plan into several parts. On the one hand, it contemplates that the increase has a maximum of 4% during 2025 and 2026, leaving the rest of the increase for the two subsequent years, in addition to the review of complements, stabilization plans and organizational aspects of public administration.

Employees who would be affected

The rise will be identical for all public employeesand would include key groups such as the National Police, Civil Guard, Armed Forces, Justice officials and staff of Penitentiary Institutions. Although each administration manages its own staff and remuneration depends largely on the General State Budgets.

The union organizations, for their part, insist that The increase must be applied evenlyfrom the General Administration of the State, autonomous communities, local entities, to special services such as Justice, although there is talk of specific improvements in stressed sectors, such as health or education.

This is how salaries would look if the measure is approved

If the 10% proposal is approved, the base salary plus the destination supplement in 2028 will move between 28,000 and 36,000 euros annuallyaccording to the professional group. The employees of the subgroup A1 They would be the best paid, with a little more 3,000 euros more per year than in 2025.

In group B, the increase would also be around 3,000 euros per year, placing the salary around 32,035 euros in 2028. For the groups C1 and C2, the rise would be more moderate: the C1 would reach about 29,961 euroswhile C2 would reach about 28,037 euros at the end of the period.

The Government has not yet clarified If some type of staggering will be considered according to official groups. It is also not decided whether the increase will come into force immediately or if it will be applied when the General State Budgets for 2026 are approved.
