Your average salary will exceed 50,000 euros in 2028



This Tuesday the Government approved in the Council of Ministers a royal decree law that develops the agreement signed with UGT and CSIF to raise the salary of civil servants by at least 11% (11.4% if the cumulative effect of the increases is taken into account) in the period 2025-2028. In such a way that the average remuneration for public employees would exceed 50,000 euros gross per year at the end of the period. The agreement is binding on all administrations and public employees, so around 3.5 million people will benefit from the increases, according to the latest data from the INE.

The pact includes a 2.5% rise for public salaries in 2025which will reach civil servants’ payrolls this month and will be paid retroactively with all arrears in a single payment. The royal decree that was approved this Tuesday also includes a 1.5% increase for 2026, which will become effective on January 1. If inflation exceeds 1.5% next year, the Executive has committed to raising the remuneration corresponding to 2026 by another additional 0.5%.

The central administration will execute the payments in one gobut the regional and municipal administrations will decide how they pay the increases based on their needs, as stated by the Minister of Digital Transformation and Public Function, Óscar López, in the press conference after the Council of Ministers.

In 2027 The Government has committed to raising the salaries of civil servants by 4.5%while in 2028 The cycle would culminate with a final remuneration increase of the 2%. The Executive must approve these two increases when the time comes, either through the General State Budgets (PGE) or by royal decree.

López has described as “excellent” the agreement reached which, in his words,“Not only does it mean a salary improvement, but it also means reversing the cuts of the previous administration and guaranteeing the purchasing power of civil servants.” The minister has stressed that Pedro Sánchez’s Executive will have increased public salaries by 17 percentage points between 2022 and 2028, while the previous Government did so by 3.7 points in the previous seven years. A period in which Spain was mired in a serious economic and fiscal crisis that forced strong adjustments to balance the accounts.

For an average salary in the public sector (45,600 euros gross per year), the 2.5% increase in 2025 that will become effective this month It will mean an annual increase of 1,140 euros. In 2026, the increase will translate into 934 euros more salary per year (if inflation exceeds 1.5%). The largest increase will come in 2027when the average remuneration of public employees will grow by 2,145 euros per yearwhile in 2028 will mean an increase of 996 euros. The balance of the entire calendar will be a cumulative increase of 5,215 euros gross per year, which will take the average salary in the public sector to 50,815 gross euros per year at the end of the period.
